Overview
28–40 Washington is a historic building in the heart of Bellingham Square that includes 27 homes supported by a Section 8 Project-Based contract, as well as four commercial storefronts. Because the property had no deed restriction, the affordability of these homes was at risk; an owner could have opted out of the Section 8 contract at any time. By acquiring the building, TND ensured that residents, most of whom are elderly, disabled, or both and living on incomes below 30% of the Area Median Income, can remain safely and stably housed in a centrally located neighborhood close to transit, shopping, essential services, and the Chelsea Senior Center.
This acquisition also marks TND’s first preservation effort directly in response to the COVID-19 crisis. Building on our experience stabilizing housing during the 2008 financial crisis, 28–40 Washington strengthens a broader preservation strategy focused on protecting affordable homes in communities facing displacement pressures. By investing in this historic property, TND is safeguarding long-term affordability and supporting the cultural and community life of Chelsea’s Bellingham Square.
